Abstract
Rviews Press launched Cell Reviews (Marseille, France), its first peer-reviewed journal for discussing the discoveries and achievements in life science. Cell Reviews is an Open Access journal aiming at promoting responsibility, rigor and fairness in publishing experience. Here are outlined the journal aims as well as its editorial policies.

Policies of Cell Reviews
Aim and scope
Cell Reviews is a new peer-reviewed journal of Rviews Press that aims at assembling and publishing review, commentary and discussion articles to outline perspectives on outstanding new discoveries, insights and published data in biology and biomedical research. The journal aims to foster the application of new insights in life science, improve public access to scientific discoveries and inspire trans-disciplinarity.
The interest of Cell Reviews includes stemming hypotheses and ideas based on published materials in biology and biomedical research to envision the future therapeutic approaches and progress in human lifestyles. Original articles composed of only unpublished primary data are out of the scope of the journal.
Cell Reviews journal follows the Missions and Visions of Rviews Press to foster equal commitment of institutional and independent researchers in responsible, rigorous and fair publishing of scholarly documents and data.
Subjects published in Cell Reviews
Cell Reviews aims at publishing in all field in life science. The journal is named to indicate its broadness. Indeed, the name is composed of the word “Cell”, the structural and functional unit of all living organisms, and the word “Reviews”, the materials and intellectual processes supporting continuous evaluation, contextualization and repurposing of matters in scientific knowledge development.
Cell Reviews considers and promotes the following subjects: Cell biology, molecular biology, microbiology, neuroscience, physiology, pathology, immunology, inflammation, vascular biology, cell migration, cell growth, cell division, cancer, chronic inflammatory diseases, omics, genetics, epigenetics, translational biology, system biology, developmental biology, plant biology, science communication, science vulgarization, translational medicine, biotechnology, synthetic biology, science conceptualization, science contextualization, public access to science, science education, popular science, public knowledge.
Open Access policies
As a journal of Rviews Press, Cell Reviews promotes publishing policies that are compliant with the Plan S initiative for Open Access publishing.
The Plan S was initiated by cOAlition S1, an international consortium of national research funding organisations that received support from the European Commission. Plan S proposes that all scientific publications resulting from research that was funded by private and public grants must be published in Open Access journals or platforms since 2021.
The authors, before submission, must agree with the fact that once accepted and published in Open Access, their materials including but not limited to articles, images or data, will be freely accessible by anyone under the license Creative Commons Attribution 4.0 International (CC BY)2.
Copyright and licensing policies
The authors of articles published in Cell Reviews (Marseille, France) retain the copyright at no extra cost after the article publishing charge (APC) payment or its waiver in agreement with the journal office. As stated above, all articles in Cell Reviews are published under CC BY, thus anyone including the authors have freedom to access, modify and redistribute the material on condition that the authors are adequately credited of the authorship.
Article Processing Charge and pricing policies
Cell Reviews (Marseille, France) invites for major part of the articles that are published depending on the article type. For none-invited articles, Cell Reviews applies a transparent pricing based on the article publishing charge that is fixed by the journal in agreement with Rviews Press. APC covers the cost for article processing, persistent identification, indexing, spreading through networks or libraries and long-term digital preservation.
The APC for suitable articles in Cell Reviews can be found in the “About the journal” section of Cell Reviews website. This is announced to the author during submission. The payment of APC or its waiver is formally due before publication.
Authors from low-income countries and APC waivers
Rviews Press promotes responsible and fair scholarly publishing in life science community providing the same opportunity to all institutional and independent scientists around the world. Thus, Cell Reviews provides APC waivers or discount to authors from low-income economy countries, lower middle-income economy countries, as well as authors with demonstrated needs3.
Editorial timeline
Cell Reviews aims at allowing a rapid and effective article processing for an enhanced publishing experience. The editorial timeline for a peer-reviewed manuscript is as follows:
- Editorial initial decision: 6 days
- Peer-review evaluation: 2-3 weeks
- Editorial development and production: 1-2 weeks
These are estimated durations of the editorial process from submission to publication online. The actual timeline may be different and may reflect specific cases.
Long-term digital preservation policies
Cell Reviews (Marseille, France) follows the archiving and preservation policies of Rviews Press. The journal uses two long-term preservations and self-archiving plans:
- The Public Knowledge Project preservation Network (PKP PN) through the LOCKSS network4,5
- The internet Archives initiative6.
All articles of a published issue are automatically dark archived through PKP PN process. The published volumes are annually archived through the Internet Archives plan.
Review policies
Cell Reviews (Marseille, France) follows a review policy that is compliant with the Committee on Publication Ethics (COPE), the World Association of Medical Editors (WAME), the International Committee of Medical Journal Editor (ICMJE) and follows the Declaration of Vision and Missions of Rviews Press7-9.
By submitting, the authors attest that neither the manuscript nor associated contents were previously published elsewhere and that they are not under consideration for publication elsewhere. However, we encourage reproduction studies and reports but should be clearly exposed in the manuscript key sections such as title, abstract and in the background information section.
Cell Reviews and Rviews Press use several open source and commercial tools for plagiarism detection during evaluation. Scientific misconduct including data fabrication, falsification, non-declaration of conflicts of interest and plagiarism are taken seriously and will be addressed following the guidelines of necessary authorities.
All manuscripts are evaluated by editors and/or external experts prior to publication, excepted the two types of articles mainly published by members of the editorial team namely: Editorial instructions and Editorial communications. This policy is explained for each type of article in the guidelines for authors10.
Briefly, the submitted manuscripts undergo the initial evaluation by the handling editor to check for the journal quality standards and fitting within Cell Reviews Aim and scope. The authors are notified for the editorial decision whether to pursue with further scientific, technical and ethical evaluations through peer-reviewing. The peer-reviewing steps in Cell Reviews aims at rigorously evaluating the work, building a strong story with forward-looking perspectives in collaboration with the editor and the peer-reviewers. Correspondences are then established between the authors, editors and reviewers until the manuscript complies with the highest quality standards for publication in Cell Reviews. The manuscript is then accepted, copyedited and published in agreement with the authors, editors and reviewers.
Cell Reviews and Rviews Press recognize the effort and expertise provided by the reviewers and academic editors during the manuscript evaluation as well as through the editorial process. Thus, the names of the editors and reviewers are included in a special section within the published article allowing them to record and track their roles through several services including ORCID and others.
Editors and reviewers are provided with incentives including APC waivers, credits and discounts on their publications. In the cases of independent or professional reviewers, the gratification can be cash to promote their participation in the process.
Rviews Press through Cell Reviews aims at fostering the commitment of young researchers and independent researchers. Thus, we solicitate the implication of earl career life scientists also in the evaluation and editorial processes.
Post-publication discussion
Cell Reviews encourages discussion of a published article for free through Correspondence and News&Views articles that will be published under the CC BY license.
